Getting a License to Sell Cannabis in Bangkok

Currently, there are no regulations requiring cannabis vendors to be licensed, as confirmed by the FDA. It is not even certain that the new law (Cannabis-Hemp Act) will include such a requirement. How to apply for the license? Who can do it?

Thai and foreign nationals with a work permit can apply for the license. They can do so as individuals, on behalf of their company or as a representative appointed by the business owner. If it is a company, it must already be operating its cannabis business in a physical store.  

Applicants should apply directly to the Ministry of Public Health, which is based in northwest Bangkok. Those wishing to sell cannabis outside of Bangkok and Nonthaburi province should contact their provincial public health office.  

What is the procedure and documents required for the license?

Applicants can apply for 3 different licenses: export license (THB 20,000), medical research license (THB 1,000) and retail license (THB 3,200). For the retail license, applicants must complete an application form and submit the following documents:

  • Commercial business license;
  • Official identification;
  • Home registration (for Thai nationals);
  • Printed map of the business location;
  • Printed map and photo of the farm where applicants plan to obtain their cannabis. 

The Ministry will collect a filing fee of THB 20 upon submission of the application form and documents. The process takes approximately 30 days and applicants will receive notification by phone and email. If accepted, applicants can pick up their license(s) from the Ministry and pay the corresponding fee based on the license(s) applied for. 

The license is valid for 3 years from the date of approval. Once the license expires, applicants must go back to the Ministry of Public Health to request an extension.
